In front of the main entrance to the Suwon Castle there lies a big historical map of this place describing the being of the people at thet timeas and of course the main aim of this castle. Actualy it was almost agreed that the capital will be moved from Seoul to Suwon and Hwaseong was built to welcome the king. Quite familiar story to those who know Russia – Moscow and St-Pete :)
